Collaborating with BRIN, BPJPH Conducts Survey on Halal Product Service Satisfaction

Jakarta (BPJPH) --- The Halal Product Assurance Organizing Body (BPJPH) of the Ministry of Religious Affairs (Kemenag) held a survey on Halal Product Service Satisfaction. The survey was carried out by the National Research and Innovation Body (BRIN), with sampling in 26 provinces.

The Head of BPJPH, Muhammad Aqil Irham, said that the survey was intended as a comprehensive measurement of the level of satisfaction of the community or beneficiaries obtained from the results of measuring public opinion in obtaining services from public service providers carried out by BPJPH.

"As a Public Service Agency work unit within the Ministry of Religious Affairs which was formed to provide Halal Product Assurance services to the public, we consider it is necessary to know the performance of public services that have been carried out so far. For this reason, this service satisfaction survey was conducted." said Aqil in Jakarta, Monday (17/7/2023).

"The survey aims to measure the level of satisfaction of the community or service recipients with the services provided. It was also aimed to know the strengths and weaknesses of the service, as well as what are the community's expectations for halal certification services, as a reference for further service quality improvement." continued Aqil explained.

The survey was carried out using a descriptive analysis method. The method was chosen to describe the conditions in the field according to facts, data and various existing documents. Quantitative data collection was carried out since last April involving 6,648 respondents. This number was taken from around 50 thousand applicants for halal certification in the last year as the research population.

Apart from business actors, respondents also involved several stakeholders. Among them, the Halal Inspection Agency (LPH), the Halal Product Process Assistance Agency (LP3H), the Indonesian Ulema Council (MUI), and the Halal Product Process Assistants. Qualitative data collection through in-depth interviews was carried out in 26 provinces from June to July 2023.

Based on the Regulation of the Minister of Administrative Reform and Bureaucratic Reform Number 14 of 2017 concerning Guidelines for Compiling Public Satisfaction Surveys for Public Service Delivery Units, the scope of the community satisfaction survey includes at least 9 aspects of service. These include requirements, SOPs, time of completion, fees or rates, service products, competence of service implementers, implementer behavior, handling of complaints, as well as facilities and infrastructure. Also, coupled with the perception of anti-discrimination and anti-corruption.

"BPJPH hopes that the survey, which is being carried out again by BRIN this year, can provide comprehensive service insight that is much needed to improve service quality in the future." said Aqil.

Previously in 2021, a similar survey was carried out by the Ministry of Religious Affairs' Research and Development Agency. Meanwhile, in 2022, the survey will be carried out by BRIN. The results of the 2021 Public Satisfaction Index survey show that the quality of national services in halal certification is well received by the public with an IKM score of 84.46. In the 2022 survey, the Public Satisfaction Index rose 3.64 to 88.1 or with a very good predicate.

"With a number of innovations that we continue to make in order to improve JPH services, we hope this year's survey results can increase," hoped Aqil.

A number of innovative efforts have been made by BPJPH to improve services as well as accelerate halal certification. Among other things, BPJPH continues to make efforts to continuously develop a system to accelerate halal certification services that are easier, faster, cheaper, and professional. Including, through digitization by utilizing Artificial Intelligence and Blockchain technology. BPJPH also continues to work on strengthening JPH service infrastructure, one of which is by accelerating the addition of the number and distribution of LPH and LP3H. Also, encouraging the acceleration of the performance of the Halal Product Fatwa Committee which was formed by the Minister of Religion on March 20, 2023.

To support the halal product assurance service ecosystem, BPJPH also continues to strengthen human resources in the halal field, such as Halal Auditors, Halal Product Process Assistants, Halal Supervisors, Halal Product Assurance Supervisors, Halal Slaughter-persons, and so on. BPJPH is also trying to strengthen its service arm by proposing its structure in the regions. The synergy of BPJPH with stakeholders both inside and outside the country is also continuously being strengthened. Including collaboration with relevant stakeholders in order to accelerate halal certification. []
